Counter-Server Updates

Counter-Server brings word of these server tools:
- AppHide - It is a 3MB program that offers protection against crashed servers by disabling CTRL+ALT+DEL, hiding itself and the server, and checking (and restarting) crashed servers ever X number of seconds (user specifies).
- ServerSpy Version 2.2 - New features and changes:
- Improved documentation
- Limited Admin Mod integration (ability for TKed to take health from
TKer)
- Last update date added to stats pages
- Customizable IRC topic
- Turn off certain IRC messages to reduce the spam
- Turn off auto-reconnect features (allowing for the use of logaddress
redirectors)
- Send RCON commands from an IRC channel
- Settings are now Spy-specific (not global)
- Log Parser - "A log parsing tool that is up there with HalfStats and Psycho Stats."
