Some updated information about VALVe's Cyber Cafe Program has been released. Here is the detail:
Valve's cyber café program also protects members against banned or stolen product keys. We understand that it is sometimes difficult to prevent users from misusing your computers or gaining access to the registry and taking the product keys. To help combat this problem, cafés in the program can contact Valve to have their systems "un-banned" and/or to receive a new set of product keys. Old product keys are quickly turned off in order to prevent unauthorized use.When reviewing the attached agreement you will see the program costs US$10 per month per computer. Remember, this licensing fee entitles you to fully licensed versions of products in the cyber café program and you do not have to purchase the underlying products at retail. With the purchase of one-year licenses café owners will receive a 10% discount lowering the cost per computer to US$108 per year.
So there you have it; $10 a month for each PC that has STEAM installed and the cafe must have at least 10 machines running STEAM.

Yes it's another cost on the cafe owners head, and will probably be passed down to the end user in the end, so the cafe owner probably won't loose that much as they will make up the loss by charging more to play using their PC's.
