	DoZ Anti-saviour of UKT 17:20 21/7/2003	Dear Dorian Oldfield. Thank you for your interest for WCG. Let me answer your questions. First, WCG is a national tournament. Therefore, if there is a player who doesn't have a UK passport in a team, that team would not be allowed to participate in UK premilinary, nor in Grand Final as a member of UK national team. Second question. In Grand Final, the players are not allowed to alter their rates via the consoles, as you know. But in preliminary case, the situation could be variable according to each country's condition. So, WCG made a slight room for those who can't meet their net condition. Usually, the CS players wouldn't change their rates from max to other rate, I guess. For the past 2 years, WCG haven't got any kind of cl_cmdrate & cl_updaterrate problem from all over the world. By the way, ex_interp rate is a fixed thing. You can't alter this rate in WCG preliminary nor in Grand Finals. Although Ireland does have alot of LAN cafes, places like UAE, Panama, Kazakhstan and Chinese Taipei are all included in the qualifying process.
