New(er) Beta Half-Life Server

Further updates of the Half-Life beta server have been released, again they come in win32 and Linux form. Remember these files are only for server admins because server admins are "special":

Counter-Strike
Fixed mp_hostagepenalty not working at all.
Fixed problem with server locking when the bomb is planted and a new player joins the server.
HLDS
Linux: Fixed server freeze when using -pingboost 1.
hlds_run script
Linux: Added checking that a core file was generated when trying to do a debug.
