Furious Angels have posted up a net code guide. It covers a nice range of topics which should help you tweak your config file.In reality anything over 100 and its pretty much unplayable for you against lpb's. Short of upgrading your connection from modem to cable or ADSL there isn't a lot you can do. But at least there is something you can do. All it involves is abit of tinkering of your config.cfg file.Visit their website for more information. Another very good site for net code guides and explanations is geekboys.org. The site goes into some advanced net code and is definitely worth a read if you haven't already done so. Check out their guide here.
