CPL Europe Adapts Client Configuration

CPL Europe has changed their methods for LAN configuration editing the netcode and monitor settings such as brightness and gamma. This will also take affect worldwide.

Frank Nuccio: "We will use the commands that CPL Europe uses worldwide since most players want them."

The following rates will be hardcoded: cl_updaterate "101" and cl_cmdrate "101" and due to a lan environment they will also hardcode ex_interp "0.05".

Sounds good to me, now no one can complain... Right?
