Servers are popping up all over the place with both the HL and CS updates available for download. Probably the best place for a listing may be CSNation, they have a special coverage page up and are adding servers as they come.

Good luck....of course, I've already started...

Update: For a full listing, look on the official downloads page for a full list of mirrors. It was slow initially, probably due to traffic, but now seems back up to speed.
